The Seed Multiplication Programme adheres to the three generation system of Breeder, Foundation and Certified seeds. As a rule, Certified (C-1) seeds are sold to the farmers for using to raise crops.

The allocation of Breeder seeds of different crops made by the Ministry of Agriculture in favour of Odisha is lifted by OSSC from OUAT, ICAR institutions and  other State Agricultural Universities whenever necessary and available beyond the quantities allocated by Govt. of India.

The Breeder seeds lifted by OSSC Ltd is multiplied in Govt. farms and OUAT farms and in the selected grower’s field. OSSC procures the Foundation seeds for its Production programme under Seed Village Scheme (SVS) for multiplication of certified seeds.

At present, there are around 5200 Nos. of seed growers involved in Seed production programme of OSSC. The Production programme is taken up in identified compact patches in close proximity to the seed processing plants.

The Zonal Manager of OSSC is acting as nodal and executing officer at Zonal level supervised by Production Manager at Head Office level. The production programme for each season for various crops is taken up is taken up considering the   prospective plan relating to the seed requirement of the State  prepared by the  Director of Agriculture & Food Production, Odisha
